A plastic killer whale once haunted the salmon eating sea lions around the waters of the Ballard locks, and not surprisingly few fish were saved. Now it's just a great little park to see the boats go up and down, and when the fish ladder has salmon swimming through it, its a great way to view their timeless struggle.
